Do I Need to Be Homebound for Physical Therapy at Home?
Generally, no. Patients receiving mobile outpatient physical therapy usually do not need to be homebound. The homebound requirement is associated with eligibility for the Medicare home health benefit, which is a different type of service.
Why is there confusion about being homebound?
People often use “physical therapy at home” to describe any therapy delivered in a residence. Insurance programs do not necessarily use the phrase that way. Medicare home health is a defined benefit with eligibility rules, including homebound certification and care from a Medicare-certified home health agency.
Mobile outpatient PT is outpatient care delivered by a practice that travels to the patient. The place of service changes, but it does not automatically turn the visit into home health.
What does homebound mean for Medicare home health?
Medicare explains that a person may be considered homebound when leaving home is difficult without help or requires a major effort, and the person is normally unable to leave home or leaving is not recommended because of the condition. Other home health eligibility rules also apply.
That definition should not be self-diagnosed from a blog post. The certifying provider and home health agency determine eligibility using current Medicare requirements.
What rules apply to mobile outpatient PT?
Outpatient PT still needs to be clinically appropriate, documented, and medically necessary when billed to insurance. Referral, certification, network, deductible, coinsurance, and plan rules may apply. Verification helps estimate benefits but does not guarantee payment.
